Determines if DITA-FMx is initialized and accessible
to external calls.
Use this call to determine that the DITA-FMx client is
available in addition to ensuring that you are working with the
version that you expect.

- DITA-FMx is not available for calls. Verify that DITA-FMx is
registered in the maker.ini file using the
client name of “ditafmx”.
